PURPOSE:To effectively make use of a building as a shelter at the time of disaster, etc., by a method in which a three-dimensional structure having a large number of chambers in its underground part is constructed in a river, etc., and various kinds of necessities for living are stored in the chambers. CONSTITUTION:A large-scale and multi-staged building whose great majority is to be buried undergound is constructed, and its underground part 3 is provided with various industrial facilities, facilities necessary for government and public bodies, education facilities, a power chamber, various warehouses, communication facilities, etc., necessary for the activities of every-day-lives. Also, a water storage facility 4 is provided in the lower layer of the building. The building is constructed in places where water is present, e.g., river, lakes, swamps, etc., and water, e.g., river water, etc., is taken and stored in the building and supplied to each facility. In case where river water, etc., is not used according to a circumstance, the ground water is pumped up for use.
