Zusammenfassung:PURPOSE:To improve the efficiency in treating an improvement by heating one side of the base pipe wall at the position separated from the center of a thermal sleeve base part and regulating the distance between the heating center and base part center in a specific range. CONSTITUTION:A cooling nozzle 9 is provided at the cylindrical hollow part 6 between a base pipe 4 and thermal sleeve 5 anx a heating means 10 is arranged at the outside of the base pipe 4 located at the position separated from the base part center of the sleeve 5 as well. In this case, the separation distance of the heating center and sleeve base part center is set two times or three times the half width of a heating range. A cooling water is filled up inside a double metal pipe together with the space part 6 to heat one side of the base pipe 4 with the actuation of the heating means 10. After generation of the stress exceeding a yield point at the base part of the sleeve 5 the heating is stopped and cooling is performed, then a plastic deformation part is restored to caused a residual compression stress. The improvement treatment efficiency of the residual stress is improved with the simplification of the treatment.
