Zusammenfassung:PURPOSE:To reduce the quantity of extracted steam for a heat exchanger and increase the quantity of steam for process, by controlling the flow rate of a cooling medium with the bypass valve of the heat exchanger when the desired quantity of steam from the process increases to the value larger than a prescribed value. CONSTITUTION:When the desired quantity of steam of a process 8 increases, a steam governor valve 3 is opened by a pressure controller 9. But in a case that there is scarcity of steam even the valve is completely opened, it is compensated for by the opening adjustment of the bypass valve 10 of a steam turbine 2. But in a case that it is restricted by the rated evaporation quantity of a boiler 1, the bypass valve 25 of a heat exchanger 5 is opened to bypass a part of supplied water from a pipe line 13, and the quantity of extracted steam from the steam turbine 2 is reduced to increase the supplied quantity of steam for the process 8 that much. Thus, when the desired quantity of steam of the process increases beyond a prescribed value, the quantity of supply for the process can be quickly increased and pressure control also is enabled.
