PURPOSE:To make uniform the application quantity of binder and improve the electrode performance by filling a pasty active material in sponge metal, drying, impregnating a binder liquid, and then removing the binder on the sponge metal. CONSTITUTION:The sponge metal 1 having a beltlike three-dimensional structure is passed above the reservoir 4 containing a pasty active material. The paste is filled into the sponge metal by forcing with the brush 7 of the filling jig 6 attached to the filling apparatus 5. The filled sponge metal is then dried in the dryer 9, and excess active material on the surface of the sponge metal is removed by the removing apparatus 10. Then, the sponge metal 1 is fed into the impregnating apparatus 11 for the binder liquid such as fluorocarbon resin dispersion. The sponge metal is passed between the guide 15 and the doctor blade 23, between the guide 16 and the doctor blade 24, and in the binder liquid filled in the reservoir 18, to be impregnated with the binder liquid. Excess binder liquid on the surface of the sponge metal is removed uniformly at the same time.
