PURPOSE:To eliminate the corresponding undesired area out of the picture signal showing the picture image within the character frame by means of the undesired picture image extracted by the undesired picture eliminating means, thus obtaining the picture signal free from the noise. CONSTITUTION:The black picture element corresponding to out-of-frame image signal is read out from memory circuit 1 to be set to registers 4 and 5 each. Both the value set to register 5 and the value obtained through the previous operation and stored in register 6 are supplied to arithmetic circuit 3, and the arithmetic working is carried by being selected to the logic sum. This arithmetic value is set to register 5. Then the contents of the black picture element image of the address within the character frame adjacent to inter-character frame address is read out of circuit 1 via data bus 7 to be set to register 6. The logic product operation is carried out between the contents of the black picture element image set to register 5 and the contents of the black picture element image set to register 6. And result of this operation is set to register 5.
