On the other hand, a control part 34 sets a rotation speed range for the optimum timing for releasing negative pressure, based on the rotating angular velocity of the shaft 21 outputted from the encoder 33, and outputs a shifting timing signal R1-R4 to a line control unit 35. The control unit 35 excites the solenoid valves 31A based on an inputted turn arm position detecting signal 32, to shut off the negative pressure. Thereby, by optimum timing can be obtained.
