When the ground is vertically vibrated by overmuch loads, connecting plates 4 and 5 and the rods 10 are turned around the bolts 8a and 9b because of free apertures. Overmuch settlement and upheaval more than fixed limits of the blocks for construction of water channel can thus be prevented, and the sealing member 14 can be kept in a sufficiently held state.
