A scheduler 20 and a dispatcher 30 are connected to the processor 10, the scheduler 20 determines the start and processing order in accordance with the priority of the general program tasks and starts the group 52 on the basis of the determined result and the dispatcher 30 determines the start and processing of the group 52 in accordance with the change of the priority and process control status.
