PURPOSE:To perform the cut out in suitable one character unit, by improving the projection forming method so that the continuity of stroke of character can be made, even if the characters adjacent are combined pr contacted each other by adopting the improved projection. CONSTITUTION:The input video signal is formed at the observation section 1 and it is fed to the one line delay circuit 2, AND circuit 4, and line calculation circuit and video memory 9. The AND circuit 4 takes logical product of the black and white signals at the mesh points Pi-1, Pi, Pi+1, continous transversally. Futher, the counter 5 outputs the total of the stroke continuity indicating value of each line, that is, projective value. The minimum value detection circuit 6 stores the sets of the stroke indicating value and the line number corresponding to it for a plurality to detect the minimum value of the projective value every suitable line and the line number co-responding to it, and they are fed to the segment memory 7. The content of the memories 7 and 9 is fed to the identification section to perform character indentification.
