Zusammenfassung:PURPOSE:To reduce high frequency components in a binary data dot shape after moire removal processing rescanning a binary image signal within a scanning window of 5X5 picture elements, calculating the sum of specific 3X3 picture elements and selecting priority by using all or some of data, and redistributing '1' and '0' according to respective sums. CONSTITUTION:Nine picture element data centered on a picture element 11 are passed through a shift register 4 and counted by counters 33-41 to calculates the sums n11, n12, n13, n21, n22, n23, n31, n32, and n33, and the output D23 (=n22) of the counter 37 is inputted to a latch circuit 125. Then, respective outputs of gates 63-71 are counted by a counter 123 and counted values which are not 0 among the contents of the counters 33-41 are inputted to a latch circuit 124. Even when there are plural outputs of latch circuits 53-61 as gates 81-89, the contents of a counter 1 corresponding to the counters 33-41 are inputted to a latch circuit 124 by the specification of a priority level selecting circuit 138. When the output signal line 132 of a comparing circuit 130 becomes '1' (n22=), data of output signal lines 108X116 are written as data in the scan ning window by WT.
