PURPOSE:To prevent the falling, and to prevent the diffused reflection by planting electrostatically fibrous piles having a deformed crosssectional surface on a base through an adhesive layer, and coating a synthetic resin thereon. CONSTITUTION:An adhesive such as a synthetic rubber latex and a polyvinyl acetate latex on the surface of a base such as paper and cloth to form an adhesive layer 2. The fibrous piles 3 dyed in black such as rayon, vinylon, and acryl are electrostatically planted through the adhesive layer 2, and a coating layer 5 such as a synthetic resin is formed to cover the surface of the piles 3. In this way, the fibrous piles and surplus piles 4 are firmly fixed between the adhesive layer 2 and the coating layer 5.
