These information are stored in telegram storage part 46 through information lines e4 and d4 and are transmitted to priority-classified queue part 43 through information line c4. In priority-classified queue part 43, telegram numbers and telegram acceptance times are registered to priority-classified transfer queues. Priority determining circuit 44 transmits transfer priority indication j4 to terminal-classified priority-classified queue part 43. According to the instruction of transfer of terminal-classified priority-classified queue part 43, telegram storage part 46 transfers telegrams and so on to the terminating exchange.
