Comparators 25a and 25b compare a surface temperature Tsi of the object with a wet-bulb temperature TH of the atmosphere in the room at this time, and output signals are obtained in case of TsiC. If any of output signals from comparators 25a and 25b and the differential value comparator 32 is turned on, a signal is sent to the external.
