Zusammenfassung:PURPOSE:To form the layer of an electrode having low oxygen overvoltage at a low cost, by coating a Pt plating layer formed on an ion-exchange membrane with an Ir plating layer formed by reducing an Ir compound with hydrazine. CONSTITUTION:A Pt plating layer is formed on an ion-exchange membrane by a chemical plating method using a Pt compound (e.g. chloroplatinic acid). Thereafter, an Ir plating layer for coating said Pt plating layer is formed to form an electrode in the ion-exchange membrane. The formation of said Ir plating layer is performed by holding a plating liquid containing an Ir compound (e.g. IrCl4) and hydrazine and being adjusted to a pH 5-6 at one surface of the ion-exchange membrane, and letting an alkali solution penetrate into said membrane from the other surface. As a result, the reducing reaction with hydrazine in the presence of the penetrating alkali is brought out on the former surface of said membrane, so that the electrode, esp. an anode, comprising the Pt plating layer and the Ir plating layer for coating it is formed.
