Zusammenfassung:PURPOSE:To improve economical efficiency, by a method wherein perforated blocks are piled up to a given height above a water surface from the upper edge of a steel plate cell to form a wall having a number of holes. CONSTITUTION:H-steels 2 are disposed along a closed curved line in a manner that side grooves 3 are positioned facing each other, and the portion, ranging from at least the water bottom surface to a given depth under a water surface, of a leg part is surrounded with a cell 1 formed by steel sheets to join together the two members 1 and 2. The interior of the cell 1 is filled with filling sand 6, and a top end surface is sealed with a seal material 7. Perforated blocks 4 or panels are piled up to at least a given height above a water surface from the upper edge of the steel sheet cell in a way that the block or the panel is engaged with the side grooves 3 of the H-steel 2 to form a wall having a number of holes, and this builds a wave dissipating part 8.
