Zusammenfassung:	PURPOSE:The title composition that contains a silicon compound bearing a specific number of silanol group in a molecule and a surface active agent, thus being suitable for use in medicines and cosmetics, because it is stably storable for a long period of time with inhibition of polymerization. CONSTITUTION:The objective composition contains a silicon compound bearing at least one of silanol groups in a molecule and at least one of surface active agents. The silicon is preferably a compound of the formula (R is 1-6C alkyl, alkenyl, alkoxy; n is 0, 1-3). The surface active agent is anionic, cationic or nonionic.
