Zusammenfassung:	PURPOSE:To minimize energy loss as well as diminish thermal stress and life consumption of a by-pass valve by controlling temperature differences among by-pass valves. CONSTITUTION:Small by-pass valves 40, 41, 42 are installed to connect an upstream side 45 to a downstream side 46 of by-pass valves 15, 28, 34, and vapor flows from the upstream side 45 of the by-pass valves 15, 28, 34 to the downstream side 46 via the small by-pass valves 40, 41, 42. In this situation, temperature sensors 50, 51, 52 are installed on the outer surface 47 of the upstream side 45 of the by-pass valves 15, 28, 34, and the inner and outer surfaces 49, 48 of the downstream side 46 to sense temperatures. And opening and closing of the small by-pass valves 15, 28, 34 are controlled by deviation 58 between a set temperature valve 56 and temperature values 53, 54, 55 measured by the temperature sensor 50, 51, 52.
