Zusammenfassung:PURPOSE:To obtain optimum rotational speed always by providing an ON-OFF type air conditioner idle up control valve and a rotary type idle speed control valve in parallel on bypass passages bypassing a throttle valve in an intake pipe and having the latter valve controlled when the former valve is opened. CONSTITUTION:Bypass passages 3, 3' are provided in parallel with each other in an intake pipe of an engine to bypass a throttle valve 2, and an ON-OFF type air conditioner idle up control valve 5 opened at the time of operation of an air conditioner 4 and closed at the time of stopping is interposed in the bypass passage 3. And a rotary type idle speed control valve 6 enabling to change flow rate continuously is provided on the bypass 3'. The idle speed control valve 6 drives to control an engine so as to obtain the engine rotational speed according to the air conditioning condition by a control means 7 when an air conditioner switch SW1 is turned ON in idling and the idle up control valve 5 is opened.
