The notched part 13d is made by casting without machining and the size thereof is determined so as to have a configuration flush with the outer periphery of the inside stem 13b or recessed slightly from the same even after the inside stem 13b is finished while the length l1 thereof is made slightly longer than the length l of the outside stem 13c. The outside stem 13c may be manufactured by the inexpensive material same as the material of the runner vane stem 13.
