Zusammenfassung:PURPOSE:To obtain a cutting tool and titled member which are provided with toughness and are highly resistant to wear by specifying the ratio and structure of C, N and O with Ti in the stage of forming a coating layer consisting of carbo-nitro-oxides of Ti on the surface of a sintered hard alloy member. CONSTITUTION:A part or the whole of a surface coating hard layer of a surface-coated sintered hard alloy member is constituted of >=1 kind among carbo-nitro-oxides of Ti (the generic name including carbonitride, carbooxide, nitrooxide and carbonitro-oxide) or said oxide and metallic Ti. The atomic ratio of C+N+O/Ti is made 0.3-9.8 and the texture in which at least TiC.N.O and Ti2C.N.O or the same and metallic Ti coexist is provided to said layer. The surface coating hard layer having 1-10mu average layer thickness is thus constituted. The surface coating hard layer has fine structure and has the transform ability (toughness) that can deal substantially with bending stress. The above- described metallic Ti is allowed to exist mixedly in the structure to improve additionally the toughness.
