Zusammenfassung:	PURPOSE:To easily and automatically cut a metal wire at the winding starting edge which is taken-out from a coiled wire material by a disc member, by a clipping member set at a cutting position. CONSTITUTION:The coil winding starting edge 2a is taken outside from the side edge surface of a coiled wire material 1 by a disc member 12 which advances and retreats so as to penetrate through the shaft-core hollow part of the coiled wire material 1. In this state a driving motor 17 for turning a cutting tool is driven, and a cutting tool 9 is turned with a cutting-tool supporting plate 19 through gears 17a, 15a, and a shaft 15, and positioned for the root part 2b at the winding starting edge 2a, and brought into stop. Then, the cutting tool 9 is operated by a driving cylinder 18, and a pair of cutters 9a of the cutting tool 9 are closed, and the root part 2b at the winding starting edge 2a is cutting- worked by the cutters 9a.
