Zusammenfassung:	PURPOSE:To produce the titled compound having low viscosity and high content of NCO group, without producing polyurea as by-product, by reacting water with a diisocyanate keeping the molar ratio of diisocyanate/water at a specific value and the reaction temperature within a specific range. CONSTITUTION:The polyisocyanate of formula (R is isocyanate residue; n>=1) having biuret structure is produced by the reaction of water and a diisocyanate. In the above process, the diisocynate charged in the reactor is bubbled with nitrogen gas, and the reaction is carried out at 120-150 deg.C under vigorous agitation while keeping the oxygen content in the vapor-phase zone of the reactor to
