Zusammenfassung:	PURPOSE:To carry out efficient heat transfer during refining in a converter by blowing O2 for refining into molten steel from a rotating lance and by spouting O2 for secondary combustion from spouting holes in the side of the lance to burn CO on the steel bath. CONSTITUTION:While rotating a top blowing lance 10 in the direction of an arrow, O2 for refining is blown into molten steel X to refine the molten steel X. At the same time, O2 (S) for secondary combustion is spouted onto the molten steel X as shown in the figure to carry out the secondary combustion of CO. The spouting range of O2 (S) is successively moved by rotating the lance 10, so the secondary combustion zone is continuously moved. As a result, thermal efficiency is improved, and the corrosion of refractories in a fixed direction can be prevented.
