Zusammenfassung:PURPOSE:To separate effectively contaminating material by introducing filthy water into an electrolytic cell constructed by packing three-dimensional electrodes formed by covering a porous film comprising an insulative material on the external peripheral surface between main electrodes comprising a cathode and an anode and impressing electric voltage across the electrodes. CONSTITUTION:Filthy liquid contained in a filthy liquid tank 8 is introduced into an electrolytic cell 1 through an inlet 7 at the bottom of the cell 1 by a pump 9, and an electric voltage higher than the electrolytic potential is impressed to the main electrodes in the electrolytic cell 1 simultaneously. The filthy liquid contacts with the three-dimensional electrodes 6, and positively charged components of contaminating material in the filthy liquid are attracted to the negative side of the three dimensonal electrode 6, and negatively charged components are attracted to the positive side of the three dimensional electrode 6, and thus, both materials are separated from each other. Oils in the contaminating material are charged negatively and attracted to the positive electrode side of the three dimensional electrodes 6. The attracted oils float up by itself in accordance with the growth of oil particles, but the separation is prompted by changing direction of potential which has been directed to the main electrode by using a selecting switch 4 during supply of electric current.
