Zusammenfassung:PURPOSE:To atomize and replenish a phosphoric acid at operation stop by atomizing an aqueous solution containing the phosphoric acid with preset weight using gas and replenishing it to a matrix layer through a replenishing path together with the carrier gas at operation stop. CONSTITUTION:When a phosphoric acid is replenished to a matrix layer, a valve 8a is set to OFF and oxidizing agent gas also stops being supplied at the same time. Then, after the operation of a fuel cell is stopped, a valve 8c is set to ON and inert gas is jetted in the nozzle 10 of a phosphoric acid aqueous solution atomization device 9 toward the liquid level of the phosphoric acid aqueous solution of 70-85% in weight percentage. Consequently, the phosphoric acid aqueous solution is atomized and is contained in the section 4a of a separator 4 with ribs for supplying reaction gas from the manifold of fuel gas and then the phosphoric acid is supplied to the matrix layer 1 through the pore 2a of a hydrogen electrode 2. As a result, the phosphoric acid can be atomized and replenished at operation.
