Zusammenfassung:	PURPOSE:To assure safe water sealing by absorbing the sealing water in the part where a converter and a hood for recovering waste gas are fitted into a water storage tank of the converter, and tilting the converter thereby preventing the outflow and fall of the sealing water. CONSTITUTION:A movable hood 4 of a flue 2 is suspended perpendicularly and is sealed with a water sealing ring 17 and is kept sealed with an annular groove 10 for water sealing of a converter 1 and a cylindrical body 16 for sealing. The hood 4 is lifted and the water 12 in the groove 10 is sucked by a pump 14 to introduce the same into the water storage tank 11 of the converter 1. No water leaks even if the converter 1 is tilted. The hood 4 is again suspended and the sucked water is returned into the groove 10 by the pump 14 in the stage of sucking waste gas again. The water 12 in the groove 10 overflows into a drain pipe 13 and does not leak. The waste gas in the flue 2 is thoroughly sealed whereby the deterioration in quality is eliminated and the utilizing efficiency is improved.
