Zusammenfassung:	PURPOSE:To reduce the fluctuation of tension in a device for winding a tape around the axis, by providing a powder clutch in a tape flier. CONSTITUTION:A powder clutch 4 is provided on a bracket 14 secured on a fixed shaft 13 extending through a stand 15. A pulley 2, a belt 21, a pulley 3, the powder clutch 4, a pulley 5, a belt 22 and a pulley 6 are connected to each other so that tension is controlled and a pad shaft 7 is rotated. Although a tape flier 1 is rotated, the powder clutch 4 itself is not rotated, so that stable torque is obtained. Since the distance between the powder clutch 4 and the pad shaft 7 and the weight of the pad shaft are reduced, frictional torque is decreased. For that reason, the inertia at the beginning and stoppage of rotation is low and the fluctuation of the tension is small.
