A water-soluble polysaccharide, e.g. polysaccharide produced by microorganisms, seed polysaccharide, seaweed polysaccharide, etc. is used as the polysaccharide, and sodium caseinate, on ethanolamine caseinate, etc. is used as the component (B). An alkylene glycol, sugar alcohol, etc. is used as the component (C).
