An output signal N corresponding to this rotation number N is fed into an oscillator 14, which generates a pulse signal with a frequency (f) proportional to the winding rotation number N, and the signal is fed to a stroboscope 15 as an external synchronization signal, thus allowing the stroboscope 15 to luminesce in synchronization with the winding rotation number N and illuminating the cutting plane and surface of the wound product, and defects shown on both surfaces are found early in the production process.
