Zusammenfassung:	PURPOSE:To keep tension constant in taking up a web member on a bobbin by disposing a brake belt interlocking in the opposite phase to the movement of a pulley. CONSTITUTION:A drum 6 round which a web member 7 is wound is mounted on a rotary shaft 5 with a braking disc 5a at the end portion of the first arm 3. A lever 10a having one end supported by a spring 10b is pivoted at the central part of the first arm. A pulley 20 is pivoted on the other end of the lever and fixed through a length control screw rod 10c to a brake belt 11 for keeping the periphery of the brake disc 5a a little space therefrom. There is provided a pinch roller 9 adapted to press the web member 7 by the elastic force of a spring 9a in combination with a roller 8 pivoted on the end portion of the second arm 4.
