Zusammenfassung:	PURPOSE:To improve the holdability of a capsule core substance, by containing amines or phenols in water or a hydrophilic medium. CONSTITUTION:In polymerizing an aldehyde resin precondensate having a hydrophobic core substance allowed to be contained therein, amines or phenols such as urea or resorcinol are contained in water of a hydrophilic medium. As the aldehyde resin precondensate, a phenol/formaldehyde resin precondensate or an aminoaldehyde resin precondensate is designated and a polycondensation condition is set so as to hold a temp. to 70 deg.C or more and pH to 5.0. In addition, in order to easily perform emulsification, as an emulsifier, an anionic, a nonionic, a cationic and an amphoteric high-molecular or low-molecular emulsifiler can be used.
