Zusammenfassung:	PURPOSE:To avoid a danger of starting travelling when a steering shaft is locked, by energizing an ignition circuit with both outputs of a releasing circuit and a lock-release detecting circuit. CONSTITUTION:When a steering lock is released, AND gate 76 generates the outputs as the Q terminal outputs of RS flip-flops 64, 74, and RS flip-flop 85 is set through OR gate 78, so that an ignition circuit 90 is turned ON while ACC circuit 93 is turned ON through a state buffer 87 and OR gate 91. In this apparatus, the ignition circuit 90 of a start circuit 44 is energized by the presence of both outputs of a releasing circuit 53 for giving the releasing signal to a motor 22 and a lock-release detecting circuit 43 for generating the output in the released condition so that an engine can be run after the steering lock is released to start safely an automobile.
