Zusammenfassung:	PURPOSE:To obtain stably a cold rolled steel material having superior surface properties without carrying out a surface cleaning stage by coating the surface of a steel material with an aqueous soln. of H2O2 before an annealing stage. CONSTITUTION:When a cold rolled steel material is manufactured, the surface of a steel material is coated with 0.1-15wt% aqueous soln. of H2O2 before the annealing stage. Oil stain which is supposed to be caused during annealing because oily components such as cold rolling oil stick and remain on the surface can be prevented without removing the sticking oily components at all.
