Valence particles reach an output electrode 10. When an output electric system becomes defective, an arc discharge of a valence particle generation source is disconnected and stopped from the power source 16 via the electrode 1 by a changeover switch 18, the electrode 1 is grounded to discharge the charge due to the generation of thermion after the arc is stopped.
