On the basis of the set value of said means 15, the opening of a steam control valve 12 for another steam turbine 9 installed in a section for pressure controlled operation is controlled by a speed control means 8. In case that the amount of steam supplied from a waste heat boiler 1 is small, output of the steam turbine 9 is lowered, so that the steam turbine 5 enabled to operate continuously. In case that the amount of steam supplied from the boiler 1 is large, on the other hand, the valve 7 is moved in a closing direction by an instruction given from a pressure control means 4 and pressure at the inlet of the steam turbine is kept constant. Thus, since both of the turbines 5, 9 are operated always in parallel to each other, it is enabled to reduce labors of operator.
