Zusammenfassung:	PURPOSE:To roll a tape onto a wire rod, when the tape is wound to an electric wire, communication cable, etc., by winding the tape through a transmission member from a driving power source and forming a cable diameter to constant after winding the tape. CONSTITUTION:A tape winding head B, driving motor M1 and driving motor M2 for a capstan roller 8 are correlatively connected by a differential gear 32, and the roller 8 is driven in such a manner as to obtain a feed length l of a tape T by the capstan roller 8 at one turn of revolution of the tape winding head B, in this way, an electric wire and communication cable are formed in a state of soft winding to a desired cable diameter.
