Zusammenfassung:	PURPOSE:To utilize tar waste effectively, to improve the kneading efficiency of a binder and the briquette raw material, and to obtan a high-quality briquette coal, by substituting a part of the binder to be heated and kneaded together with the briquette raw material with tar waste. CONSTITUTION:Briquette coal raw material A1 (e.g. powdered coal) supplied from the distribution hopper 3 to the kneading apparatus 5 is mixed with a binder having a softening point of >=30 deg.C and supplied through the binder spray nozzle 10 and at the same time with tar waste supplied through the tar waste nozzle 9 as the substitute for a part of said binder, and the mixture is heated with steam, etc. and kneaded with the kneading blades 5b.
