In combining the tape 2 to the mixture, a silicone resin series binding agent which occupies 5-15wt% of the tape 2 is used. Thereafter, the thermosetting resin component whose indispensable components are the multifunctional epoxy compound and the multifunctional isocyanate compound is impregnated in the tape 2 and cured, and the surface is covered by outer glass woven cloth 3.
