USE:A fungicide for agriculture and gardening. Especially strongly controlling sheath blight of rice plant, an important blight or rice plant by using the titled compound as an application agent or an agent for application to the surface of water, effective against damping off of crops, e.g., beet, cotton, cucumber, etc. caused by Rhizotonia solani, etc. by using the titled compound as a soil treatment or seed treatment agent, and also effective against southern blight of egg-plant, cucumber, etc., soil infectious disease, e.g., potato black mark, etc. PROCESS:A 6-substituted phenyl-4,5-dihydro-3(2H)pyridazinone shown by the formula II is reacted with a dehydrogenating agent or a compound shown by the formula III (at least one of R1' and R2' is H, and the other is halogen) is reacted with a halogenating agent.
