Zusammenfassung:	PURPOSE:To obtain a thermal power plant control system capable of not only operating a generator efficiently but also saving the fuel for a boiler regardless of any change in the load of steam for factory use. CONSTITUTION:Quantity of the steam for factory use and the steam in a high pressure feed-water heater 9 are detected by detectors 23, 40 respectively, and these detected signals are inputted in a steam flow operator 25. Main steam flow from a boiler 11 is detected by a detector 30. The total quantity of steam for factory use and the steam sent to the feed-water heater 9 is compared with quantity of the main steam flow by means of a steam flow comparator 28 to confirm if said total is within the maximum quantity of steam of the boiler 11. A signal of this confirmation is inputted in a steam flow regulator valve 37 of the feed-water heater 9 through a pressure switch 31, solenoid valve 33 and a pressure regulator 35.
