Zusammenfassung:	PURPOSE:To prevent a winding from being disorder and to prevent a tape tension from slacking upon a stopping operation of tape winding, by linking to a bearing housing and a spring an operating machine which exerts brake force to a pad mounting device for winding a tape onto a cable wire. CONSTITUTION:A pad mounting device P spirally winding a tape T onto a cable wire W. This pad mounting device P is so constructed that is braked by a brake B through a pin 2 engaged with a friction plate 1. When an operating machine 17 is actuated,a bearing housing 11 linked the operating machine 17 is moved in the axial direction thereof so as to increase braking force due to the compression force of a spring 6. Braking force and instantaneous speed can easily be adjusted in accordance with pressure and displacement of the operating machine.
