Zusammenfassung:PURPOSE:To obtain an electrolytic cell of an aq. alkali chloride soln. which is low in cell voltage and has no troubles occurred from in gases by forming a gas and liquid permeable porous layer having no electrode activity on at least one surface of an ion exchange membrane by a transfer method. CONSTITUTION:Powder of an inorg. or org. material, such as metal, having corrosion resistance to polar liquid irrespectively of whether it is conductive or non- conductive and having no electrode activity and of 0.01-100mu grain sizes is prepd. into paste together with a binder, a thickener, a surfactant, etc., and this paste-like material is coated uniformly on a base film such as plastic film by a roll coating method or the like and is dried, whereby a porous layer is formed. The base film is superposed via said porous layer on a fluorine-contg. cation exchange membrane having carboxylic acid groups or sulfonic acid groups, and these are pressurized under heating, whereby the porous layer is transferred and the porous layer of 10-99% porosities and 0.01-200mu thickness is formed on the ion exchange membrane surface.
