Gas and liquid permeable porous layers of 0.01-2,000 microns average pore sizes and 10-95% porosities having no electrode activity are formed on both surfaces of the ion exchange membrane. Either one of the anode chamber or cathode chamber is pressurized under 0.01-2kg/cm pressurizing rates in executing electrolysis. The electrolysis at 10-100A/dm current densities is made possible by this.
