Zusammenfassung:PURPOSE:To reduce the number of stages and to offer resources econimization, energy economization and higher performance by winding a plate-like hot ingot on a mandrel while forming the same by a horizontal type continuous casting method, and joining both side end parts of the ingot thereby forming a cylindrical billet. CONSTITUTION:While a hot ingot 3 coming out through the outlet 2 of a mold 1 is guided by guiding rollers 4, it is drawn out in a horizontal direction, and is rolled broadside with receiving rollers 5 and press-down rollers. Both side parts 3a, 3a of the ingot 3 are pressed to the outside circumference of a sizing roll 6 by means of guide rollers 8 and further the ingot is pressed gradually to the circumference of a rotating mandrel 7 by the rollers 8, 8..., whereby the ends 3a- 1, 3a-1 forming the bevels of the parts 3a, 3a are brought into contact with each other. Both side end parts thereof are welded with an electroslag welding device 11 to form a cylindrical billet 16. This billet 16 is pressed to the mandrel 7 by sizing rollers 15, 15 to make the internal material quality uniform metallurgically. Such billet 16 is cut to each constant length, whereby the cylindrical billets of a constant length are produced.
