Zusammenfassung:	PURPOSE:To obtain a low-temperature baking polyurethane paint, by adding a tin compound and 1,10-phenathroline or dipyridyl to a blocked isocyanate/active hydrogen compound mixture. CONSTITUTION:A mixture is obtained by mixing a blocked isocyanate compound with an active hydrogen compound. Then, a composition is obtained by adding at least one compound selected from the group consisting of a monoalkyltin oxide and monoaryltin oxide, 1,10-phenanthroline or dipyridyl and, if necessary, a dialkyl- or diaryltin compound. A film consisting of a polyurethane polymer is formed by applying the composition onto a steel sheet or the like and baking the film.
