Zusammenfassung:	PURPOSE:To efficiently carry out submerged granulation at a low cost and to make continuous operation easy, by placing a scraper and an expeller in a granulating vessel having a feed pipe at one end and a waste water exit at the other end and equipped with a plurality of rotary bodies therein. CONSTITUTION:A mixed slurry consisting of a coal particle, water, a fuel oil, a granulating agent and, if necessary, an alkali agent is supplied via mixed slurry feed pipe 1 into a vessel, where the mixed slurry is sufficiently mixed by high-speed revolution of a plurality of rotary bodies, to form a pellet and to separate an ash. In granulation by mixing the coal/water slurry with the heavy oil and the granulating agent, a coal matter in the coal is separated into the pellet side and an ash in the coal into the waste water side, probably because oil easily attaches to coal but difficultly to ash. The formed pellet is carried below expeller 7 by lower scraper 5 and bucketed out of the system by bucket 6 of the expeller 7.
