Zusammenfassung:	PURPOSE:To produce a steel material having uniform internal quality and superior toughness by dispersing and reducing the segredation of the alloy elements and impurity elements existing in a continuously cast ingot by heating, hot working and heat-treating stages under specific conditions for the ingot until it is made substantially harmless. CONSTITUTION:Sufficient working of >=40% reduction of area is applied to an ingot of >=A3 transformation point and >= 1,200 deg.C, whereby the defects or dislocations acting as points for initiation of diffusion are given.
