Zusammenfassung:	PURPOSE:To remove the turbulent wave form of damping force caused by the irregular returning of oil by providing a seat pipe with the second oil hole for operating selectively in the process of drawing. CONSTITUTION:In the process of pushing, the oil in an oil chamber 2 flows into the inside via an upper oil hole 3 as an arrow A shows. At this stage, a free valve 7 is pushed from the lower side to close, and the second oil hole 6 is kept inoperative for obtaining a smooth damping force. In the process of drawing, the oil inside is returned into the outer oil chamber 2 via the upper oil hole 3 as an arrow B shows. At this stage, since the free valve 7 is opened, the oil is returned into said oil chamber 2 also via the second oil hole 6 below as an arrow C shows, and the discharge of the returning oil is increased.
