Zusammenfassung:PURPOSE:To stably fill water at a secondary side through a by-passing device having a line for direct conduction to a steam condenser through a temperature reducer, by providing a control valve in a cooling water by-pass pipe and opening or closing the valve depending on the pressure downstream to a condensate pump or on the like. CONSTITUTION:In normal operation with a turbine by-passing device not acting, a small quantity of condensate always flows into a temperature reducer 13 through a cooling water pipe 14 and a cooling water by-pass pipe 17. In that case, the flow rate in the pipe 17 is kept low by a control valve 18 and an orifice 15. In operation with the turbine by-passing device acting, a cooling water valve 16 is opened to inject a large quantity of cooling water from the water chamber 12 of the temperature reducer 13. When operation under total load is changed for that under partial load or vice versa, with the turbine by-passing device not acting, the flow rate of condensate from a condensate pump 8 is found out by a flow rate detector 19 to open or close the control valve 18 to regulate the by-passed flow rate of cooling water. The temperature reducer 13 is thus protected from corrosion.
