Zusammenfassung:	PURPOSE:To make possible safe and reliable operation of racing to pumping up by a method wherein when a condition that an exhaust value is closed totally and a condition that an inlet port valve is opened over a predetermined opening are satisfied, a guide vane is opened. CONSTITUTION:An instruction of change given closes a suction valve 10 for pushing down the water surface totally and stops supplying the air. Subsequently, a guide vane leakage and exhaust valve 15 also is closed totally and an exhaust valve 11 is opened by this totally closed signal. The runner discharge pressure rises gradually and arrives at a predetermined pressure. The exhaust valve 11 is closed totally by this arrival signal. On one hand, independently of this performance, inlet port valves 13, 14, 8 begin to be opened by the totally closed signals of the guide vane leakage and exhaust valve 15. When a condition that the main valve 8 is opened over the predetermined opening and a condition that the exhaust valve 11 is closed totally are satisfied the guide vane 6 begins to open and generating operation starts.
